Speaker Symington Explains her Flip-Flop on Two-Vote: "I supported the two-vote mechanism as a compromise at the very last minute at the end of the first year of the last biennium, but one of the things that we insisted on was an extra year before its implementation so we could take the testimony that we didn't have time to take at the time. As we took that testimony, we heard from... the public in Vermont, and we heard from those who put together school board, school budgets and we heard from the community at large that there were many flaws in that system."
