Speaker Symington Explains her Flip-Flop on Two-Vote:  "I supported the two-vote mechanism as a compromise at the very last minute at the end of the first year of the last biennium, but one of the things that we insisted on was an extra year before its implementation so we could take the testimony that we didn't have time to take at the time.
